The project will provide pedestrian/bicycle (and future Greenway) connectivity to F.E. Warren Air Force Base. It will also address traffic congestion and pedestrian safety during CFD by providing designated parking overflow and a safe I-25 crossing.

Minimal impacts are anticipated. The project avoids wetlands and historic resources and will implement dust-control measures during construction.

The City of Cheyenne is the project lead. WYDOT is the NEPA review agency in coordination with FHWA.

This project is in the planning stages. A construction timeline has not been finalized. Funding is projected to come from both public and private sources, including a matching fund established by the Wyoming Legislature to improve pedestrian safety at rodeo events.

A 30-day public review period of the revised draft Environmental Assessment began Feb. 9, 2026, and ends March 11, 2026. The Draft EA is available on the right side of this page. Comments should be marked “CFD Park N Ride Project” and submitted no later than March 11, 2026, to: Jameson Honeycutt, NEPA Coordinator, Trihydro Corporation,1252 Commerce Dr., Laramie, WY 82070, or by email at jhoneycutt@trihydro.com. Comments will inform the Final EA and FHWA’s decision-making. Requests to withhold personal information from the public record will be honored to the extent permitted by law.

The City of Cheyenne will host an open house for a potential Greenway bridge over Interstate 25, and interested residents are invited to attend and provide feedback about the project.

The open house will be Thursday, April 24, from 5 p.m. to 7 p.m. at the WYDOT Auditorium located in the main building of WYDOT Headquarters, 5300 Bishop Boulevard. A short presentation will be given at 6 p.m.
